Beginning with a reboot of the Pi, I'm seeing
If I run a bare journalctl -b I can see DHCP renewals for the devices that have connected, but nothing new after that if I try to connect a device that always fails (or even one that works, if I turn wifi off and then back on, on a "successful" device to force a reconnection.
I wonder if the 10.25.165.x addresses are the ship's wifi. The addresses that gromit_net (the hotspot) hands out are 10.42.0.x (with .1 being the Pi).
Is there a command which should show wifi connection requests, with WPA key being either approved or rejected?
