It is a little strange that the previous poster denies that there is any blue region when his own posted PNG file clearly shows a large blue area.
That said, I'm pretty sure that this bright blue area is a feature of raspi-config - or, probably, a feature of "whiptail", which is what raspi-config uses for its (as you call it) TUI. You might be able to get some hints from "man whiptail".
Just out of curiosity, are you able to fix it for (specifically) raspi-config? If so, I'd like to see/know how you did it.
My guess is there aren't many other whiptail-based scripts out there (I don't know of any), so I'm a little curious why you think a general (system-wide) solution is needed. I'm not saying you are wrong to think that, but I'm curious as to why you do.
