I suppose so,because I have a old pi 3B+ board(at lease 4 years ago),that can run buster OS.I suspect you have encountered the issue caused by an updated revision of the RPI3B+ needing a corresponding updated firmware revision. That will explain why a later release of the OS works.
I installed bulleye OS，it works OK，so I think the hardware is ok.
