Despite the lack of detail on what you have tried...

1. Connect a momentary push to make button between GPIO 3 (physical pin 5) and ground.
2. Ensure the gpio-shutdown overlay is not loaded in config.txt (or by any other method).
3. Ensure you have no other software running that provides the same functionality as the above overlay (there won't be unles you installed it).

Job done.

While there is an apparent conflict with I2C this isn't a probelm as I2C is not active prior to system boot.
